Roles and Responsibilities:
Responsible for advice on various QS related works including evaluation of technical and commercial tenders, developing & structuring of construction and maintenance contracts, tendering & procurement procedures, commercial and contracts administration in accordance with the rules and regulations of SSMC JV Agreement.
Review and advise on Value Engineering, evaluations of Claims in relation to all relevant contracts, review and process of Consultant and Project Management Consultant (PMC) recommended Estimates (Change proposals), Engineer’s Instructions and final evaluation of variations (VOs) related to the contracts of the SSMC Mid-Term Expansion.
Review Consultant submitted cost plans against the scope/bills at various stages of preliminary, schematic, detailed design and the bills for tendering and advise on possible areas of minimizing the cost aiming the best value for money spent.
Assisting the Program Director in developing and structuring construction and maintenance contracts tendering & procurement procedures, assessment and administration of contracts across the SSMC Mid-Term Expansion in accordance with the rules and regulations of the SSMC JV Agreement
In conjunction with Legal Affairs and Finance Departments, maintaining the relevant databases (including list of contracts, contract amounts, budget for projects, payments schedule, cash flow schedule, cost reports, etc)
Conduct coordination meetings with Contractors, Consultants, PMC and monitor relevant commercial issues related to the project.
Prepare all required correspondence to Program Director, Consultants and Contractors
Monitoring the insurance policies of Consultants, PMC’s and Contractors including: Professional Indemnity, CAR, Workman’s Compensation and Contractor’s Plants & Equipments and Bank Guarantees, Performance Bond, Advance Payments and Retention Bond.
Monitoring and evaluating contractor performance against agreed terms, and recommending appropriate remedial action as necessary during the execution of the project.
Review and process the certifications of interim payments for all relevant contracts.
Keeping up to date and maintaining current knowledge of appropriate contractual, tendering and bidding provisions
EducationRequirement:
Bachelor’s degree in Engineering or Quantity Surveying
Experience Required:
Required:
10-12 years experience in relavent industry, of which minimum 5 years in Contracts / QS Dept.
Experience in contract documents, FIDIC forms of contract and Techinical Specifications
Expert on cost and management of construction projects
